Not able to delete video file on memory card of Digital Camera.?

I am using Panasonic digital camera and also its memory card, i can delete the Images from the card but not able to delete video file from the card also i am not able to format the card. I cant cut paste the video file from the memory card to PC.

There is a format feature on your camera. Once you have successfully copied your image files to your computer, you can format the memory card which will refresh your memory card, write new file folders and a new image index file (FAT or FAT-32)

Cut and paste is not how you copy images to your computer. Cut and paste is a word processing process.
